Full details of mandatory drinks code laid before Parliament

The draft regulations which bring into force the mandatory drinks code have been laid before Parliament. They require resolutions from both Houses before they are confirmed.

This seems so woolly to me. It is not going to be the easiest thing to enforce.
Scotland produce a far cleaner piece of legislation. Why did we end up with this? Perhaps we will have to wait for the guidance to explain what is meant.
