The Department first issued Best Practice Guidance in October 2006 to assist local authorities in England and Wales responsible for the regulation of taxi and private hire vehicles.

The Guidance has subsequently been revised taking account of feedback from the initial version and following consultation with stakeholders.

The Introduction to the Guidance states its intention to assist licensing authorities in providing guidance. Decisions remain a matter for the authority concerned.
