Preliminary Guidance and Fact Sheets issued re new measures in Police Reform and Social Responsibility Act 2011

The Home Office have produced preliminary guidance together with a set of fact sheets on the main alcohol proposals within the PRSR Act due to come into force on 25th April.

Does anyone know when theya re likely to enact s103, 104, 109-11, 112, 116 or 117 of the PRSRA? It seems a nonsense to include Environmental Health on the TENS application forms without enacting the provision which allows them to actually comment? (among other things!!)
