DESCRIPTION:

The Northern Ireland Branch of the Institute of Licensing is very pleased to announce that Leo Charalambides will be presenting this two day Licensing Seminar.

Leo is well known for his expert knowledge and wicked sense of humour.

Leo advises and represents a wide range of operators (restaurants, bars, clubs, other entertainment venues and sex shops), as well as local authorities, on all aspects of local government licensing and in particular on all aspects involving the Licensing Act 2003 and the Gambling Act 2005 and those of you lucky enough to have attended his previous training will know that he is both an informative and entertaining presenter.

AGENDA:

The event will consist of the following topics:

Day 1

Sex Establishments (am) - a brief review of the previous course delivered by Leo including key concepts and definitions, any new interpretations or case law and an update on a recent important UK case which will have licensing implications across the board.

Committee procedures (pm) –the general rules, procedures and principles of what should be included when hearing licensing applications, representations and objections to ensure that as far as possible your committee and council decisions will be ‘appeal proof’.

Day 2

Street Trading (am) - including up to date case law such as West Berkshire District Council v Simon Paine (Feb 09) – limited case law here has meant there are many questions unanswered, particularly with interpretation of the 2001 Act- for example what actually is a ‘public place’. There will also be opportunity to discuss the potential legislative changes in the UK relating to Pedlars and Street Trading.

De-regulation of entertainment licences (pm) - current proposals in England plan to deregulate premises with less than 5000 persons attending an entertainment. What is actually proposed and how would this impact on licensing regimes in NI?

This event will be of great interest to all those officers, councillors (particularly any newly elected councillors), legal professionals etc with an interest in any licensing process or in the drafting/ creation of policy as the concepts discussed will have implications on all licensing regimes and processes.

There are a limited number of places available which will be allocated on a first come first served basis.
