Licensing Officer

12 month Maternity cover contract

Salary:  £20,982 to £27,822 p.a

We are looking for an enthusiastic person to join our Licensing Service (part of the Environmental Health & Licensing Team), which is based in the Civic Centre in Esher.  The post will provide cover for the existing post holder who is going on maternity leave.  The Team’s work includes alcohol/ entertainment, gambling, charitable collections and hackney carriage/private hire vehicle licensing.  We can promise a varied and interesting workload!

 

We are looking for a good communicator with excellent technical skills, capable of using their initiative and making, and taking responsibility for, their own decisions.  You would be responsible principally for the alcohol/entertainment, charitable collections and gambling elements of the work although a part of the work will be providing cover to the other licensing officer who specialises in taxi and mincab licensing.  Good communication with all stakeholders is essential, as considerable mediation is sometimes needed.  You should be familiar with, and experienced in, licensing work. Having the Cert in Higher Education in Licensing Law would be advantageous.  Occasional night time inspection work will be required on a flexible basis.

In this role you will provide research and analytical support to a range of workstreams across the Commission’s business plan.  The role has a particularly strong focus on workstreams related to the development of the Commission’s working relationships with local authorities where the post holder will develop products and services to support the improvement of strategic engagement with local authorities, the Local Better Regulation Office (LBRO) and the Better Regulation Executive.                      .  

 

To be successful in this role you will have excellent written and oral communication skills (including presentational, influencing and negotiating skills) along with the ability to build up and maintain positive working relationships with colleagues and stakeholders at all levels. We are seeking two full time Licensing Officers to assist in the delivery of the licensing functions administered by the Council. You will be responsible for the day to day processing of applications, answering and recording enquiries, and providing advice and guidance to members of the Public on Licensing matters. You may also have a role in undertaking some inspections and enforcement activities, and attending hearings and other meetings.

We currently have two posts available in the Council's Licensing Team. You will require a good working knowledge of the wide variety of the Council's licensing functions, you will also need to demonstrate good communication and organisational skills and the ability to lead on working groups with internal services and external agencies.

 

In addition to having a good working knowledge of all the Council's licensing responsibilities, we are looking for somebody to lead on enforcement of all licences issued by the service and we are also looking for somebody to lead on the Licensing Act.

 

The posts are linked to the Environmental Services Service Plan in that they are designed to lead on the management, development and enforcement of licensing across the district as well as carrying out multi-functional working with staff in the Council's Neighbourhoods and Highways Departments.

 

You will be expected to work evenings and weekends on a regular basis to fill the demand of out of hours enforcement and to move the Council towards a 7 day service.
