To perform the technical, statutory and administrative duties required to enable the Council to fulfil its statutory licensing function. Process licence applications, issue licence reminders and grant licences in accordance with delegated authority. 

Responsible for processing applications within service standards from initial receipt stage through to and including issuing of relevant notices and documentation, making appointments for licensing inspections, renewals and annual certifications.

Provide advice and guidance on enquiries on licensing matters. 

Consult and liaise with other Departments and external agencies on licensing applications and issues. Update relevant records and use various I.T. systems (eg Uni-form, Microsoft Word and licensing software packages) in connection with administering the licensing function and assist in the development and testing of licensing software (eg Uni-form). 

Ensure compliance with Licensing Act 2003 Hearing Regulations and prepare and present reports to Licensing Sub-Committees. As directed by the Licensing team Leader, to monitor and develop licensing practices and processes to ensure compliance with statutory requirements and improve customer service. Process financial information including receipt of monies and payments to contractors. 

Post holders will be expected to be flexible in their duties and carry out any other duties commensurate with the grade and falling within the general scope of the job, as requested by management. 

Duties and responsibilities must be carried out in accordance with relevant Norwich City Council policies and procedures, within legislation and any code of professional ethics of relevant professional body.

Skills Required

Proven experience of working in a licensing or legal related area of work. 

Proven experience and commitment to using Information Technology (eg UNI-form, Microsoft Word and Excel packages, etc) and present typewritten documents (eg reports/registers, letters and memoranda), electronic document storage.

To demonstrate a working knowledge of either local authority licensing functions including the Licensing Act 2003 and taxi legislation. 

Excellent communication skills (both written and verbal) in dealing with a variety of contacts, both internal and external. Proven ability and flexibility to work under pressure to tight deadlines and to organize and prioritise own workload accordingly. 

Proven ability to work using own initiative and progress issues / own workload methodically with minimum supervision. Proven experience of presenting information by way of formal written letters and reports.

Educational Requirements

Evidence of continuing professional development within a licensing or legal related area of work.
