We have an exciting opportunity at Havant Borough Council for a Licensing and Animal Welfare Team Leader.  

Based in our modern Plaza building in Havant, with easy access to transport links and local shops, we offer a flexible working environment with attendance in the office combined with some remote working dependent on the requirements of the service.

We’re currently seeking a dynamic and customer focused individual to lead and direct a team of administrative and enforcement officers, covering a range of local authority licensing and animal related matters within the delegation of Environmental Health.

Your role will develop and review Council policies and procedures in line with statutory and local requirements, taking account of Government legislation and guidance, case law, local challenges and views of residents and customers.

To ensure the efficient and effective administration of all licensing and animal functions.

To grant licences, issue permits and acknowledge notices under relevant delegated authority.

To provide management information on the delivery of the function (both financial and other). 

  To support the Environmental Health Manager and deputise for them from time to time, within their specific area of expertise.

You’ll need to be educated to the minimum of degree level or evidence equivalent experience, and or training.

Evidence of excellent knowledge and understanding of the legislative frameworks, key issues and working practices relevant to local authority licensing.

Experience in a senior/supervisory role, and managing teams – including but not restricted to training, appraising, and developing staff.

Practical knowledge and evidence of successful case management across all key areas of work, including taxis and private hire, Licensing Act 2003, Gambling Act 2005, and other similar statutory licensing regimes.

Experience of taking a wide range of enforcement actions, including review of premises licence under the Licensing Act 2003.

Experience in the use of IT systems/software e.g. MS office suite, licensing database system(s).

You will need to be self-motivated, enthusiastic and the ability to work unsupervised and under own initiative and be flexible and receptive.

You will need experience of working in a fast-paced front-line service, with excellent communication skills, both written and verbal, with the ability to demonstrate good presentation and interpersonal skills to communicate complex issues clearly and effectively at all levels and to a variety of audiences.

But above all else if you’re a team player that can operate on their own initiative, have excellent interpersonal skills and the aptitude to deliver an outstanding service with the ability to support, lead, motivate and empower individuals particularly through times of change, then you are the kind of person we want to hear from.

The successful candidate will need to:

  • Hold a full clean driving licence and have access to their own vehicle with business insurance.  
  • Be able to travel to various locations and the ability to work unsociable hours, if necessary. 
  • Have an enhanced DBS check.
