Overview

We are looking for a Licensing Officer to join our busy, established, and friendly team.  You should be organised, motivated, and open to change.

Working as part of a multi-site team of licensing officers, enforcement, and customer contact officers, you will strive to provide an efficient customer-focused service for residents and businesses in Buckinghamshire. You will provide technical advice and guidance on licensing functions with experience working in taxi and private hire licensing.  

As well as making decisions on licence applications you will carry out compliance and enforcement work and work with Principal Licensing Officers to prepare and present Committee reports. You will be responsible for making sure that licensing functions are carried out in line with statutory duties and Council policy and should have a thorough understanding of the role of licensing services in safeguarding communities and supporting the local economy.

The ideal candidate will be a strong team player who possesses excellent communication and organisational skills. The Service is busy and demanding and you must be able to manage your own workload, regularly reviewing and prioritising as necessary. In addition, you must be able to demonstrate the ability to make decisions and see them through to delivery. You are required to have substantial experience working in a customer facing regulatory role and a good understanding of licensing services, partner relationships, and the wider sector. You should have a good understanding of the legal basis of regulatory work and enforcement and be able to interpret legislation and statutory guidance and communicate this effectively to customers.

About the Business Unit

Our Communities directorate work across the county to deliver a number of the key customer-facing services that our residents, businesses, and visitors rely on every day. 

The Licensing Service sits within Neighbourhood Services and is focused on delivering an efficient, effective, and customer focused service. The Service operates Monday to Friday with occasional work required out of hours at evenings and at weekends. Some of the roles can be done remotely but face-to-face office-based work will also be required with travel between main office sites on occasion.

Key Accountabilities

  • Provide technical advice and guidance to customers, including businesses and individuals, elected members, other Council employees, and key stakeholders in relation to licensing matters.
  • Work in collaboration with internal and external partners and stakeholders to provide an excellent service to customers and safeguard the wellbeing of the local community 
  • Compile reports, statements, and schedules which in some cases may lead to the presentation of evidence in court or at licensing hearings/panels.
  • Carry out enforcement work including responding to complaints, carrying out routine inspections, interviewing witnesses and others
