Licensing Officer

Permanent – 37 hrs per week

Grade 7 : £28,491 (includes market supplement)

As a Licensing Officer within this Service,  you will work with the Principal Officer (Licensing) to support the development and delivery of  licensing activities, regulating new and renewal applications as well as carrying out a programme of inspections of various licences, including alcohol, regulated entertainment, late-night refreshment, animal health, Street trading, scrap metal, gambling, taxi and private hire drivers and vehicles. This specific post will be based initially in the Taxi Licensing Hub but be expected to support all areas of activity.

You will play an important role in working with local business and colleagues to deliver a high quality, efficient, professional, customer focussed enforcement service by investigating reports of offences, breaches of licensing law/ conditions and offering advice on compliance or taking appropriate enforcement action including prosecuting those who do not comply with the law.

 

Applicants should be educated to A level/BTEC /NVQ level 3 or above in a relevant subject and also be in possession of a recognised professional qualification related to local authority licensing or regulatory enforcement function or must be able to complete this qualification within 12 months of appointment . Ideally you should have a minimum of 12 months direct experience of working in a local authority licensing service or similar regulatory enforcement service and have a proven record of investigating an allegation or complex complaint from initial receipt through to a successful resolution.

 

Effective communication skills and the ability to manage conflict and confrontation are essential when dealing with difficult and challenging situations involving businesses, customers, residents and external/internal partners.

The ability to effectively prioritise, plan and manage your time is required as is the ability to use your own initiative, work under pressure, with a flexible approach.  Enthusiasm and partnership working are essential elements of this role along with the ability to work both with minimal supervision and as part of a productive and supportive team towards shared goals and outcomes.

You should hold a full driving licence as you will be required to travel to locations across the East Riding to carry out visits and inspections.  When undertaking interventions with businesses and investigating complaints into to potential criminal offences, you will potentially encounter conflict and confrontational responses.

You will need flexibility in your working hours and be willing to work occasionally out of office hours to ensure the effective delivery of the Service. The Service currently works as part of a blended arrangement, working mainly from the office base in Beverley but also from your home to meet service needs. As a front line post most of your time will be spent on outside visits across the East Riding.
