To work within a team of Licensing Officers with administrative support. The post holder will undertake a range of activities legislation including Licensing Act 2003, Gambling Act 2005, skin piercings, street trading and children’s licensing. This will encompass provision of guidance, to businesses and residents, administering applications, and providing investigatory and enforcement actions. Candidates will be expected to have the drive to formulate and review policy, to create inspection programmes and ability to lead on special projects and specific workstreams with colleague support. The officer should expect to occasionally have to deal with confrontational situations and engage in enforcement work. Presentation to Ward Members and Council Committees will play an important part in this work. Key Duties

  • To formulate, review, and expedite relevant Council policies on specific subject areas
  • To lead on regulatory action against a range of licensed premises, activities and individuals
  • To design and implement administrative procedures including interrogation of appropriate software, devices and use of databases
  • To organise and undertake inspections, visits and investigations
  • To act as a statutory consultee

 

Experience, Qualifications and any Mandatory Requirements

  • Member of the IoL
  • Licensing Qualification or comparable

 

Skills Required

  • To work to legislative, process and policy timescales at times under pressure
  • To be able to interpret complex legislation and provide clear advice, direction and guidance to stakeholders and colleagues
  • To organise, facilitate, attend, and contribute to and chair relevant meetings
  • To be willing and able to work out of hours on some evenings and weekends on a regular basis and to be able to access risk to personal safety
  • Skills in data management and ability to manipulate electronic cataloguing systems.
