IoL Protocol updated to incorporate Ministerial letter to Licensing Committee Chairs

The IoL has updated it's 'Protocol for licence applications & hearings under the Licensing Act 2003 during the COVID-19 pandemic'.
This Update (2) incorporates the advice to Licensing Authorities set out in a Ministerial letter from Kit Malthouse MP, Minister of State for Crime and Policing, to Chairs of Licensing Committees dated 8 April 2020.
