The Institute of Licensing and Gambling Commission have jointly worked together to produce a series of e-learning modules for Licensing Authorities (LAs) and other co-regulators under the Gambling Act 2005.

Please note, that these training modules are only designed to give a basic introduction to the topics. For help with complex issues, seek specialist advice from your Gambling Commission Compliance Manager.

1. Gaming Machines

These modules are designed to help co-regulators improve their understanding of gaming machines and how they are regulated.

Module 1 covers:

  • The role of LAs in the regulation of gambling
  • What is a gaming machine
  • The various types of gaming machines

Module 2 covers:

  • The physical components of a gaming machine
  • How gaming machines work
  • The signage displayed on gaming machines

Module 3 covers:

  • Compliant machines in inappropriate places (Illegal siting)
  • Examples of types of non-compliant machines
  • How to take regulatory action

2. Inspection powers and preparation

This module is designed to help co-regulators familiarise themselves with their powers to enter and inspect gambling premises and the preparation to undertake before conducting an inspection of any gambling premises.
You should complete this module before the “Inspecting a betting premises” module.

This Module covers:

  • Overview of the licensing framework
  • Gambling Act powers
  • Pre-assessment preparation

3. Inspecting a betting premises

This module is designed to help co-regulators improve their understanding of what to check when conducting an inspection of a betting shop - both inside and outside the premises.
You should complete the “Inspection powers and preparation module” before starting this module, as it provides details of your powers to inspect and what you should prepare in advance of conducting an inspection of any gambling premises.

This Module covers:

  • Visual assessment inside and outside a betting shop to ensure the conditions on a premises licence are being met.
  • The steps that betting operators must take in order to achieve compliance with licence conditions and codes of practice in relation to children and vulnerable people, crime and disorder and fair and open gambling.

CPD and Certification

The IoL accredits the gaming machine and inspection preparation modules with 0.5 hours CPD each, and 1.0 hour for the inspecting a betting premises module (please note, this is based on the suggested amount of time it should take a person to complete the module). Please ensure you view each page of the modules and scroll to the bottom of each before taking the online test – otherwise the test completion will not record, and your certificate will not be generated.

The E-learning modules are available to everyone. To access the modules, you will need to log in to the IoL website.
