This course sets out the purpose of the Scrap Metal Dealers Act 2013, how it came about and how it is administered by Local Authorities. With the 2nd round of 3 year licence renewals due in 2019 this course is a timely reminder of the application process and what Local Authorities can take into account when considering and determining new and renewal applications.

Officers, Members and local authority lawyers will benefit from this course to support their decision making in their day to day roles.

Course Objectives
- To give delegates an understanding about the background to the law relating to Scrap Metal Licensing and the criminal issues that led to a review of the law and the implementation of the Scrap Metal Dealers Act 2013.
- To outline the two different Licence types. To understand what specific Scrap Metal dealing activities require a licence and which types of dealing are outside the scope of the Act.
- To be able to administer the Scrap Metal Dealers Act 2016 in respect of new and renewal applications, assessing applicants suitability, granting and refusing applications, licence conditions, managing appeals and enforcement powers and activities.

Linda Cannon
Linda enjoyed a 28 year local government career in environmental health and licensing. In 2003 she was selected to head up a new bespoke licensing team created at Basingstoke Council to administer all licence types apart from caravans and to implement the new Licensing and Gambling legislation. She later headed up a shared licensing team across 2 districts.
She has specific interests in Animal Welfare licensing, Taxis and Licensing Act 2003. As an active member of the Institute of Licensing and as chair of the South East Region she has participated in several IoL working groups including Taxi Working Party and Animal welfare Licensing and has spoken at the IoL National training Event on her favourite subjects. In 2017 she made the bold step to pursue a new self-employed career a Licensing Consultant and trainer working for the ‘other’ side.
