This event will take place in the Council Chamber of Guildford Borough Council.
This updated Animal Licensing course is a follow-on from the previous IoL Animal Licensing Courses held in 2018 and early 2019. It includes a short refresher to the background of the change in legislation, consideration to the progress of its implementation so far and discussion of issues.
Delegates will be given ample opportunity to share and discuss their own progress and agree resolutions to common matters raised nationally to enable them to be more effective as inspecting officers. There will be more opportunity to discuss determining suitability of applicants and premises, how to deal with noncompliance and also enforcement powers and processes including suspension, variation, revocation and prosecution. Delegates are encouraged to send specific questions in advance to allow time for specific matters to be discussed. Questions should be sent to training@instituteoflicensing.org detailing which event the question is for.
On completion of the course a delegate will understand the licensable activities and how to apply the regulations and guidance, the processes surrounding an application for a licence including determining suitability of applicants, inspections, an understanding of the various licence conditions and enforcement options available.

This course is aimed at local authority officers in England who administer licence applications and carry out inspections with regards to animal licensing.

Linda Cannon
Linda enjoyed a 28 year career in Local government specialising first in Environmental Health & Licensing and then heading up a bespoke Licensing team from 2003 with the commencement of the Licensing Act 2003. Later she became the Licensing Manager for a shared Licensing Service across 2 authorities administering almost all of the Local Authority Licensing regimes including Alcohol and Entertainment, Gambling, Scrap Metal, Street Trading, Animal welfare to name a few. Since 2017 Linda is now as a freelance trainer and consultant in all things related to Local authority Licensing matters. Linda also chairs the South East Region of the IoL and has supported a number of the IoL working party groups. In 2017 she made the bold step to pursue a new self-employed career a Licensing Consultant and trainer working for the ‘other’ side.
