Due to the continued popularity of previous courses we are running the Professional Licensing Practitioners Qualification (PLPQ) training course again in Stoke-on-Trent in September 2018. The course will commence on Tuesday 18th September 2018 and finish on Friday 21st September 2018.
This course will be held at the Holiday Inn, Stoke-on-Trent, M6 Jct 15. It is a non-residential course. The training will focus on the practical issues that a licensing practitioner will need to be aware of when dealing with the licensing areas covered during the course (See Agenda for full details).

The training is ideally suited to someone new to licensing, or an experienced licensing practitioner who would like to increase or refresh their knowledge and expertise in any of the subject matters.

The training would be suitable for Council and Police Licensing Officers, Councillors, Lawyers who advise licensing committees, managers of a licensing function and committee services officers.

Each of the four days will finish with an exam to give delegates the option of sitting an exam in the subjects related to their current area of work or the delegates can just attend the training on each of the four days.

Delegates sitting and passing the exam on all four days will be awarded the IoL accredited Professional Licensing Practitioners Qualification. In addition those delegates sitting and passing the exams on less than all four days will be awarded the Licensing Practitioners Qualification related to the specific subject area(s) passed.

The PLPQ modules can be taken as four separate modules, but all four modules must be completed within a 2 year period in order to obtain the full qualification.

Course Objectives
To advance or refresh the knowledge, understanding and practical expertise of delegates attending the courses in relation to the licensing topics covered on each of the four days.


The Programme
Delegates can attend all four days or any combination of the four days (single day bookings are limited).

Each day the course will be a 9.15am registration for a 9.45am start.
Each day the course will finish at approx 4.30pm each day depending on the number of questions asked throughout the day.

Event Trainer

Jim Hunter
Jim Hunter started in Local Authority Licensing in 1993 at Luton Borough Council, after 10 years as a Police Officer in the Royal Air Force and Devon and Cornwall Constabulary. Jim moved from Luton to the London Borough of Barnet before moving to Taunton Deane Borough Council (TDBC) as Licensing Manager. Jim left TDBC in 2008 as the Operations Manager in charge of Licensing, Health and Safety and Food Safety.
In 2008 Jim was appointed as the Training and Qualifications Officer for the IoL. In 2014 Jim left the IoL and now works as a licensing trainer.
As ex Council Officer as opposed to a lawyer Jim focuses his training delivery on the practical methods for dealing with licensing related subjects. Jim has delivered training in nearly every county in England and Wales as well as training in Northern Ireland. Jim's approach is based on his own reluctance to attend training courses, therefore the training is interactive, humorous where possible and uses real examples to explain issues.
I recently attended the four day PLPQ course. Jim was an excellent trainer. Clearly very knowledgeable. The course was very useful to me and I would not hesitate to recommend the course to others.
David Lucas
David is Partner and Head of the Licensing Team at Fraser Brown Solicitors. David trained at Nottingham City Council, joining private practice in 1981 and concentrating solely on licensing in 1996. David advises and represents national and local operators of alcohol and gambling premises, Licensing Authorities, Police Authorities and Interested Parties throughout England and Wales.
David is Chair of the IoL East Midlands Region.
I recently attended the Professional Licensing Practitioners Qualification, David made a daunting subject enjoyable and I felt I achieved a good understanding of the subject.
James Button
James Button is a solicitor and Principal of James Button & Co., Solicitors, a niche practice, now in its 23rd year. The firm advises local authorities and NHS bodies, undertakes advocacy, advises committees and provides training for Officers and Members. In addition, they act for Licensees and Applicants.
His current expertise lies in the areas of licensing (including Taxis, Licensing Act 2003, Gambling Act 2005 etc), environmental health, public health, criminal investigations and prosecutions and human rights and other local authority and health sector related matters.
He was articled at South Tyneside MBC in South Shields, then spent some years at Manchester City Council before setting up the Public Health Legal Information Unit for the Department of Health.
He read Law at Trent Polytechnic in Nottingham, and sat his Law Society Finals at The Polytechnic of Newcastle-upon-Tyne.
He has written four editions of “Button on Taxis: Licensing Law and Practice” (Bloomsbury Professional 2017). As part of the work of the Public Health Legal Information Unit he wrote the text book "Communicable Disease Control - A Practical Guide to the Law for Health and Local Authorities in England and Wales" (Department of Health 1994) and has contributed to other works, including “Know Your Rights” (Readers Digest 1997), “Communicable Disease Epidemiology & Control” edited by Norman Noah and Mary O’Mahony (Wiley 1997), “Health Services Law and Practice” edited by Maggie Bloom, Dr Andrew Harris and Sheila Waddington (Butterworths 2001) and “The Concise Guide to Licensing” by Ian Webster, Jeffrey Leib and James Button (LGS-UK 2007). He writes a regular column on Taxi matters for the “Journal of Licensing” and is a Consulting Editor for “Licensing Review”.
In 1996 he was a founder member of the Local Government Licensing Forum, and was Chair from its creation until 2003, when it became the Institute of Licensing. He was made President of IoL in 2004 and Companion in 2012.
