The Government is consulting on the "legitimate uses and appropriate controls" of Nitrous Oxide.  It said the consultation is aimed at organisations or individuals that manufacture, sell or use nitrous oxide as part of their business or for those who use it in a personal capacity where it is not used for its psychoactive effects.

The proposals include:

• Proposal 1 – Licensing for all legitimate purposes (outside healthcare)
• Proposal 2 – No requirements for licensing for legitimate purposes
• Proposal 3 – Licensing for import/ export, production, supply and an exemption for possession for legitimate purposes
